C2D was created to bring employers and newly minted US citizens together for mutual benefit. C2D stands for ‘Citizen to Direct-hire.’ HR Services and Consulting works with various non-profit agencies to assist in their missions to help new citizens achieve financial independence through work. Our clients receive candidates that are not only authorized to work in the United States, but who have various skills and a strong desire to assimilate into society. HR Services and Consulting brings the two parties together through the C2D program, offering employers candidates that are legal, reliable and motivated.

Many employment candidates lack the necessary credentials for legal work in the US. Furthermore, the unpredictability of federal programs often leaves employers with worker shortages and an unreliable workforce. For international refugees seeking a better life in the US, independence can be difficult to achieve due to language barriers, formal education that lacks validity in the US, and unreliable transportation. For many, returning home is not an option due to political and religious persecution. Candidates offered through the C2D program are international refugees that have pursued and achieved U.S. citizenship legally.
